Artificial Intelligence Assistants Deliver ‘Unreliable and Biased’ Voting Advice, States Netherlands Regulator

AI chatbots have been shown to be “unreliable and clearly biased” when providing election recommendations, the Netherlands’ data watchdog has reported, issuing warnings about a potential threat to democracy just eight days before national elections.

Testing Reveals Repeated Partiality in Chatbot Recommendations

The quartet of AI assistants evaluated by the authority “frequently recommend identical two parties”, regardless of the user’s question or command, the regulator explained in a report released ahead of the 29 October election.

For over 50% of instances, the AI recommended either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the moderate CDA, “are almost never mentioned”, even when the user’s input exactly matches the positions of these parties, the report pointed out.

Official Warns Against Relying on AI Assistants for Voting Guidance

The vice-chair of the data protection agency, Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Voters were being pushed toward a political group that did not necessarily align with their political views, she added.

“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against using AI chatbots for election recommendations, as their functioning is opaque and difficult to verify.”

Voting Background and Party Dynamics

Netherlands citizens vote on 29 October in an election that will be keenly observed around Europe for the showing of the PVV.

The far-right party of Geert Wilders is leading the polls but the gap to the left-wing and centre-right parties seems to be closing, with numerous electors yet to make up their minds.

Every significant political faction have rejected a coalition with the Freedom party, implying the runner-up party is most likely to provide the next prime minister.

Unintentional Bias Linked to Chatbot Functioning

The authority stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the way AI chatbots operate.
